Lot 184. But, with all due deference, I deny that the said Pier was erected for the purpose of enabling steamers to come alongside and discharge or take in passengers or cargo. Vessels or steamers exceeding one hundred feet in length could not legally, and as of right, come alongside and discharge passengers or take in cargo without first obtaining the permission and sanction of the Government and of the Crown Lessee of Marine Lot 185, who are the owners of the land on either side of Lot 184. Neither could vessels or steamers exceeding one hundred feet in length take in passengers or discharge cargo at this wharf without encroaching and trespassing.
